Along with the Joker, Catwoman, Poison Ivy. Mr. Freeze turned into They Saved Hitler's Brain the redesign RUINS why that second, secondRATE series (1997-1999, DON'T call it season 4) SHOULD - NOT - HAVE - BEEN - MADE. It was done just to fit a packaged program hour for Superman's second season the animation deliberately DOWNGRADED to match it. Penguin here looks unmenacingly NOT the bloated, hunched over by his weight (must have been 300 pounds, look HALF that here), malevolent MONSTER of the first series
